Job Summary

The Director of College Access and Readiness – Title V Grant is the primary administrator for the Title V Grant project. The Director is responsible for leading all activities of the Department of Education's Title V Grant project and oversees the strategic planning and day-to-day management of the Title V grant to meet project performance measures and deliverable outcomes in accordance with federal regulations, program requirements, and Tarrant County College District (TCCD) policies and procedures.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Establishes, maintains, and communicates mission and objectives of project-to-project staff and college personnel
  • Guides and monitors project progress towards achieving goals and objectives, meeting all required deadlines, and ensuring compliance with Title V and the US Department of Education policies and grant terms or conditions
  • Establishes and maintains effective communication to ensure project remains congruent with overall institutional development and strategic goals
  • Responsible for data collection, analysis, and reporting activities related to project; interfaces with Institutional Research to gather and synthesize data needed for grant reporting
  • Coordinates activities to ensure appropriate use and effectiveness of project resources; facilitates continued activity planning, management, and evaluation
  • Evaluates project activities, performance measures, and deliverables on a monthly, quarterly, and annual basis to benchmark progress towards project goals; collaborates with Office of Grants Development and Compliance to ensure all reporting deadlines are met
  • Serves as the primary spokesperson for the Title V project; communicates progress of Title V activities to internal and external audiences while also developing and maintaining relationships the federal program officer and external evaluator
  • Leads and hosts Title V steering committee meetings; plans and leads meetings to support planning and operations of project
  • Works with Grants Development and Compliance and grants accountant to ensure financial compliance and budget monitoring as well as proper distribution and accounting of all grant records and products; oversees preparation and monitoring of project reports for TCCD and the US Department of Education
General Supervision and Management
  • Responsible for program personnel management, evaluation, and development of assigned direct reports, in alignment with grant requirements
  • Administers project budget in alignment with applicable regulations, policies, and procedures; responsibilities include budget analysis, allocation of grant resources, and ensuring expenditures align with project scope
Service Excellence
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
  • Supports the values of the College: diversity, teaching excellence, student success, innovation, creativity, and service to the College
  • Supports the mission, values, goals, and principles of the College

Required Minimum Qualifications
  • Master's degree
  • Five (5) years' working experience related to the Essential Performance Requirements
  • Two (2) years' experience supervising (e.g., managing, evaluating the performance of others)
Preferred Qualifications
  • Doctorate is Higher Education Administration, Educational Leadership, Educational Administration, or related field
  • Experience working in multi-campus community college systems
  • Experience designing, managing, or implementing student development or assistance programs or projects
  • Experience working with educational programs supporting students from diverse populations
  • Bilingual
Knowledge, Skills and Abilities
  • Skilled in excellent customer service and interpersonal skills with diverse populations, including strong listening, verbal, and written communication
  • Skilled using computer applications and enterprise systems, including the Microsoft Office suite
  • Skilled in the effective collection, organization, analysis, and reporting of data, including large data sets; using this information to develop sound recommendations based on policy, procedure, practice, and regulations
  • Skilled in successfully leading in a team-centered environment, while delegating work appropriately to faculty and staff to meet College and campus deliverables
  • Ability to work effectively in a collaborative environment and a setting that is diverse and urban
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume

While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
