Job Summary

Reporting to the General Counsel, the Associate General Counsel assists the chief legal officer operationally and strategically in all legal matters of the college. The incumbent plays a crucial role in providing legal guidance, managing contractual agreements, and ensuring compliance with legal standards, regulations, and statutes.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Supports the General Counsel in providing comprehensive legal advice to the Chancellor, Board of Trustees, and administrative departments, including Human Resources
  • Reviews, evaluates, and approves purchasing contracts, memorandums of understanding, affiliation agreements, leases, and any other college agreements for compliance with institutional policies, state and federal laws, and regulatory requirements, including those specific to higher education institutions
  • Reviews, updates, develops, and implements legal review request procedures; provides guidance and training on required standard contract terms to institutional stakeholders to streamline legal review process
  • Collaborates with Human Resources as needed on employment-related legal matters, including policy development, internal investigations, and grievance hearings
  • Helps identify legal risks and develops mitigation strategies; provides legal training and updates on best practices as required
  • Conducts thorough legal analysis, problem-solving, and needs assessment within the scope of college policies and objectives
  • Makes informed recommendations affecting college policies and practices
  • Provides legal support on contracts, public information, open meetings, taxation, public finance, real estate transactions, and the administration of elections
  • Assists the General Counsel in providing administrative oversight of the Internal Auditing Department
General Supervision and Management
  • Supervises professional staff with the responsibilities of hiring, training, evaluating, and mentoring
  • Assists with supervision of the General Counsel's Office, ensuring effective operation and management of the administrative staff, Internal Auditor, and Public Information Officer
  • Assists the General Counsel with supervision of legal staff with a focus on matters related to contract review, real estate law, and other diverse legal issues
Service Excellence
  • Participates on behalf of the College in external community organizations and associations as needed to directly support essential performance requirements achievement
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Institute
  • Supports the mission, vision and goals of the College
Supervision

Works under the general supervision of the General Counsel

Required Minimum Qualifications
  • Juris Doctorate from an accredited institution
  • Seven (7) years' working experience as a practicing attorney handling legal matters that are relevant to representing a public sector organization
  • Five (5) years' working experience drafting, reviewing, and advising related to contracts, agreements, and memorandums of understanding for public entities
  • Three (3) years' experience supervising personnel in a legal office (e.g., managing and evaluating the performance of others)
  • Licensed to practice law in the State of Texas
Preferred Qualifications
  • At least one (1) year's working experience in a higher education legal environment
  • At least one (1) year's working experience related to public information, open meetings, taxation, election administration, redistricting, public finance, and intergovernmental relations, with a history of reviewing, drafting, and editing related documents
  • At least one (1) year's working experience in labor and employment law, including experience in reviewing, drafting, and editing related agreements
  • At least one (1) year's active participation in professional and community organizations, reflecting a commitment to professional development and community service

  • Skilled using computerized applications and enterprise systems, including word processing, spreadsheet, and presentation software
